The Action “Support for the Establishment and Function of new small and Medium sized tourism enterprises” supports business plans for the establishment and function SMEs, which will invest their own resources in the activity they intend to carry out and will create new employment opportunities.
Terms & Conditions of Participation
An enterprise can apply for the Action if it meets the following conditions:
- Start-up or newly established SMEs (<12 months ofcontinuous operation up to the date of publication of the proclamation)
- Investment in an exclusive Region (*excluding theMykonos and Thira Regions, in the Municipality of Thira, with the exception of the Municipality of Thirassia)
- Operating in an eligible business activity codeaccording to the proclamation ( newly established companies should have only selectable business activity codes from their establishment)
- Submission of data on land use rights (ownership, usufruct, lease)
- Submission of supporting documents regarding the ability to cover Private Participation
- During implementation and up to 3 years after the completion of the project, the shareholder/company composition should remain the same.
- Provision of information and data on the location of the implementation site on a specific property
- Provision of a Land-Use Certificate for the place of implementation
- Possession of a building permit or an application for such a permit submitted by the date of the opening of submissions of applications for inclusion to be specified in the proclamation
- Not admissible participation of a natural/legal person: 1. as a shareholder in more than one Funding Application and 2. who already has a business activity in the Investment business activity codes (2-digit analysis)
- A substantial change is not admissible in the physical scope of the project and the Investment business activity codes during implementation and up to 3 years after completion of the project
Budget – Scheme & Rate of Aid
The budget of the Action amounts to 160.000.000.000,00€ for the whole country and the aid scheme is the Commission Regulation (EU) 2023/2831/18.12.2023. (De Minimis).
The minimum grant budget is 80.000,00€ and the maximum is 400.000,00€.
The aid rate will be 45% but may be increased in the following two cases:
- 10% if the investment takes place in a remote or fire-affected or flood-prone area or small islands.
- 5% if the employment target of at least 0,2 FTE (personel definition) is met in the first year after completion of the project.

- Advisory Services
- Means of transport
- Indirect Costs (7% of eligible direct costs)
The starting date for the eligibility of expenditure is the date of publication of the proclamation and the implementation timeline is up to 24 months.
Evaluation criteria :
- Description, clarity, completeness and viability of the investment project
- Experience and relevance of the shareholders’ knowledge in relation to the physical scope of the investment project
- Ensuring Private Participation
- Maturity of the investment project regarding the required permits
- Consistency with the National Specialisation Strategy 2021-2027
- Realistic implementation timeline
The evaluation method to be followed is the comparative method.
