The Action “Development of Digital Products and Services – Recovery Fund” has been launched.
The aim of the Action is to strengthen the digital production capacity in the country with new products and services, and to enhance the extroversion of Greek companies active in the production and distribution of digital products and services.
The Programme supports investment projects aiming at the design, development and commercialisation of new, innovative, digital products and services based on modern technologies, including the operation of neocomputing infrastructures and services for SMEs, the support of SMEs for the exploitation of Cloud infrastructures and services, the development of web-based software services.
The deadline for applications is 22/06/2022 and the closing date is 30/12/2022.
The maximum duration of the implementation of the approved projects is defined as a period of twenty-four (24) calendar months from the date of the relevant approval decision issued by the Implementing Agency.
Conditions of Participation
Beneficiaries must meet the following cumulative conditions:

- Have been established before the date of submission of the Application for Funding
- Maintain an eligible ID of business activity (based on the proclamation)
- If no eligible investment ID of business activity already exists at the proposal submission stage before the date of the start of implementation of the investment project.
- To constitute a legal entity as a S.A., Ltd, G.P., Limited partnership, Private Company, joint stock company, partnership or sole proprietorship
- Keep simple or double-entry accounting books
- not be bankrupt, being wound up or in receivership
- Have not been fined for labour law violations in the last two (2) years
- Submit a proposal for development of new digital products and services which will be commercially exploited
- No part of the investment project has started to be implemented before the submission of the Application for Funding
Eligibility of Activities
The following Activities (D) are supported under the investment projects:
- D.1: Preparatory activities, preceding the main development of the product:
- D.1.1: Feasibility Study, to confirm the technical adequacy and economic viability, as well as to investigate the individual parameters of the commercial exploitation of the project results
- D.1.2: Conducting market research
- D.1.3.: Research actions aiming at the acquisition of new knowledge and skills for the development of new products (indicatively: prototyping in a laboratory environment, laboratory simulations, etc.), for which the necessity is fully documented on the basis of the specific nature and requirements of the project
- D.2: Product development, which is the mainstay of the investment:
- D.2.1.: Analysis and Operational Planning
- D.2.2.: Technical Design – Product Implementation
- D.2.3: Standardisation, preparation for disposal (packaging, provisioning, etc.)
- D.3: Commercial exploitation:
- D.3.1: Securing commercial and intellectual property rights (copyright)
- D.3.2.: Participation in Trade Exhibitions
- D.3.3.: Other Promotion and Publicity Actions.
Eligibility of expenditure
The eligible costs are broken down as follows:
- KD1 – Staff expenditure (≥40% of budget)
- KD1.1. the beneficiary’s existing staff employed on the project and linked to the beneficiary by an employment relationship
- KD1.2. new staff required for the implementation of the project and employed on a full-time or part-time contract
- KD1.3 individuals employed on a contract basis.
- KD2 – Third Party Services (≤50% of budget)
- KD2.1. Implementation of Research and Development by third parties
- KD2.2. Knowledge and patents
- KD2.3. Advisory services. This category also includes the Costs for the preparation of a Feasibility Study.
- KD2.4. Expenses for participation in trade exhibitions.
- KD2.5. Expenditure on the protection of generated knowledge.
- KD3- Additional general expenses (≤ 15% of budget)
- KD3.1. Travel expenses
- KD3.2. Publicity costs.
- KD3.3. Consumables.
- KD3.4. Cost of adaptations to facilitate people with disabilities.
- KD3.5. Other operating costs.
- KD4 – Expenditure on instruments & equipment (≤20% of budget)
Aid intensity
- Eligible Industrial Research costs are supported at a rate of 70% for small enterprises and 60% for medium-sized enterprises.
- The eligible costs of Experimental Development are supported at a rate of 45% for small enterprises and 35% for medium-sized enterprises.
- The eligible costs of the Feasibility Study are supported at a rate of 70% for small enterprises and 60% for medium-sized enterprises.
- Eligible costs for the protection of generated knowledge are supported at a rate of 50% for both small and medium-sized enterprises.
- Eligible costs of participation in trade exhibitions are supported at a rate of 50% for both small and medium-sized enterprises.
- Eligible costs for Process and Organisational Innovation are supported at a rate of 50% for both small and medium-sized enterprises.
Budget & Duration of Implementation
The projects suggested for support under the Programme should have a budget of between €200.000,00 and €2.000.000,00.
